Statement by Executive Vice-President Šefčovič on the Coalition for High Ambition Multilevel Partnerships (CHAMP) for Climate Action

In the urgent and collective pursuit of global climate resilience, the role of subnational actors in shaping the trajectory of climate action is undeniable. The indispensable contribution of subnational governments, cities, towns, states, and regions fortifies the global response to climate change.

The significance of engaging subnational entities is deeply rooted in the Paris Agreement, which underscores the importance of cooperation at all levels of government.

In this context, we celebrate the ongoing efforts of non-Party stakeholders, particularly subnational actors, who have demonstrated a steadfast commitment to climate action. On behalf of the European Commission, I would like to express our wholehearted support for the principles and objectives outlined in the declaration of the COP28 Coalition for High Ambition Multilevel Partnerships (CHAMP) for Climate Action, which are covered by the EU's existing policies, legislations and commitments.

Collaborative climate action, coordinated between national and subnational governments, plays a pivotal role in achieving emissions reduction, building resilience, and mitigating severe climate impacts. The European Commission is encouraged by the significant contributions of non-Party stakeholders, including cities, towns, states, and regions, to the Paris Agreement process.

The European Commission will continue engaging with CHAMP supporters. We work collaboratively with Member States of the European Union and subnational governments to enhance cooperation to accelerate climate action for the implementation of our Nationally Determined Contributions.

Furthermore, the European Commission in collaboration with the Member States will continue to promote consultation and collaboration with subnational governments to determine avenues for subnational action that contributes to our mitigation and adaptation commitments.

I look forward to meeting with representative subnational leaders at the global High Level Political Dialogue on Multilevel Climate Action in the lead up to both COP29 and COP30. We are committed to sharing good practices and lessons learned in implementing CHAMP principles and objectives.

With this statement, I reaffirm our dedication to the principles and objectives of CHAMP and our collective pursuit of a resilient, sustainable, and low-emission future. The European Commission will continue working towards ambitious multilevel climate action in collaboration with national and subnational governments.
